Is there a possibility to create a notification template that is sent out 15 minutes before the expiry of the survey only if the participant has not filled out the survey yet?

Yes, the following photo shows exactly how to create such a notification template. Notification templates for expired sessions only trigger if the session is expired or is about to get expired (not completed by the participant yet.).
